The council, as required by law, is undertaking a fundamental review of all its services over five years. The programme is based upon a process, which involves marking every service against a set of criteria. Those with the highest marks were placed early in the programme to comply with the statutory requirement to review the poorest services first. The programme will be finished by March 2005.
