The overall monitoring of the EDP was set out in the original 1999 plan.

Overall responsibility for the EDP rests with the Barking and Dagenham Education Committee. In order to support this role an Education Development Plan Steering Group has been set up which includes the Principal Inspector and Headteacher representatives. The Steering Group has the following responsibilities:

  1. To have an overview and oversight of the EDP process
  2. To look at requirements in the longer term and highlight areas for change
  3. To monitor and review progress of the EDP
  4. To raise awareness of the EDP and support the consultation processes
  5. To review and incorporate feedback into the EDP, where appropriate
  6. To ensure the process reflects changing requirements within education for the future
  7. To make suggestions for changes, priorities and action for future Plans

The Senior Management Team of the LEA is responsible for the strategic input, the day to day planning, progress and consultation for the Plan and for co-ordinating, monitoring and reporting progress to the Steering Group and Education Committee. It is the specific responsibility of the Education Officer in Policy and Planning to take responsibility for, in consultation with other senior officers, the LEA´s Education Development Plan in accordance with DfES requirements.

Each Priority in the EDP has a nominated officer responsible for its delivery, with each activity having its own programme manager. They will be responsible for ensuring the progress of each activity and priority and for reporting progress via their own line management and also to the Education Officer (Policy and Planning) on a quarterly basis. The Plan will also ensure that resources are focused on areas of priority and need, for example INSET training is developed in response to school´s need, as highlighted in the School Development Plans, it will now also be coded to specific areas of the EDP.
