The Key Stage 3 is a national strategy that consists of subject strands, such as literacy, numeracy and ICT and sets up frameworks for teaching. Transforming teaching and learning at Key Stage 3 is at the heart of the strategy and focusing on this has brought some encouraging results for pupils at the end of key stage 3 in 2001.
The problems facing Key Stage 3 are diverse and widespread. They fall within four broad categories:
- Transition - the dip in pupils´ performance at the start of secondary education
- The growing disaffection of pupils in the early years of secondary education
- The quality of teaching in Key Stage 3
- The slow rate of progress between the ages of 11 and 14.
Barking and Dagenham was a pilot borough for the strategy in 2000. The key stage 3 strategy was implemented nationally in September 2001. In Barking and Dagenham them strategy links closely with the Excellence in Cities programme.
