Barking & Dagenhams Ethnic Minority Partnership Agency (EMPA) is a registered charity/umbrella organisation that works with community groups, voluntary organisations, statutory and other partners in efforts to provide targeted support to the Boroughs black and ethnic minority communities.
EMPA is involved as part of the regeneration of the borough through Neighbourhood Renewal, and sits on the Local Strategic Partnership. Its work includes:
- Providing support services (such as information, advice, training and consultancy)
- Identifying new and unmet needs (particularly amongst hard to reach communities) and developing initiatives and resources to meet those needs
- Encouraging liaison and partnership between local black and ethnic minority groups and other agencies
- Facilitating representation
- Policy, practice and organisational development
